Stephen C. Taylor is the fifth Commissioner of the District of Columbia Department of Insurance, Securities and Banking (Department). Mayor Muriel Bowser nominated Taylor as Acting Commissioner on June 19, 2015 and the Council of the District of Columbia unanimously confirmed the nomination on November 3, 2015. In his role, Commissioner Taylor serves as the chief regulator of the District of Columbia’s financial-services industries, including insurance companies and their representatives; captive insurance companies; state-chartered banks; mortgage lenders and brokers and other non-depository financial institutions; and securities broker-dealers and investment advisors. The Commissioner also is responsible for managing BankonDC and financial education programs. The Commissioner also administers the District’s capital access programs pursuant to the federal State Small Business Credit Initiative, and the Crowdfunding program as part of the Department’s economic development responsibility.
